Ive had both happen through the years. Obviously, unanimous is best everybody is on board and there are no issues or politics to deal with as you go through the accompanying software implementation. But sometimes, you have split decisions, and that is okay as well. What you must do is determine the voting methodology well in advance of the final evaluation and selection meeting. Really talk through it as an organization. If you have done your job right, then everybody will have had ample time to give input, your evaluation criteria will be intact, and a natural solution will flow. The problems occur when the project infrastructure has not been heard.
