When is the tight end an ineligible receiver?

If he’s not the end man on the line of scrimmage, he’s ineligible. Further, if the “tight end” is not on the end of the line of scrimmage and is in the game under the “numbering exception” (allowed when a term is in scrimmage kick formation on 4th down) and there is a shift that now puts him at the end of the line of scrimmage, he is NOT an eligible receiver. Somewhat confusing, I know.
