Ideally fall would be the best time as there would be 2 cooler seasons ahead before the hot summer heat sets in. If fall is not an option – spring would be next. Make sure that you use a root stimulating fertilizer at the time of planting (Bonide Root N Grow is a good one that I recommend). Keep an eye on the watering, but after the plant is established, you shouldn’t need to water too much. Generally evergreens, such as your arborvitae require less water than deciduous plants when established. More often than not I see evergreens die from excess water as opposed to a lack of water.
