Most likely it’s Plum Curculio. Spray with insecticide starting when 3/4 of the flowers petals have fallen off the tree. (If you spray while the tree is in full flower – you risk killing the pollinating insects, which will result in not much fruit setting.) So, start at petal fall, and continue for 4-6 weeks at 7 to 10 day intervals.
