Insurers or insurance producers must not pay, nor may any person accept, any commission, service fee or other valuable consideration for selling, soliciting or negotiating insurance if that person is required to be licensed but not licensed. See RCW 48.17.010 (10), (12) and (13) and RCW 48.17.490.
