I think it depends upon the station and/or the train company. For National Express trains leaving King’s Cross, peak time is 3pm to 7pm (so if you’re travelling on an off peak ticket you can only travel outside these hours). I think I read somewhere that for Virgin Trains leaving Euston, the peak is 3pm to 6pm, but I can’t confirm that. Note that the time printed on the timetable is what counts here, not the time the train actually leaves (if it’s delayed for example).
