That is the cardinal rule to follow when considering Daylight Savings Time (DST).

In 2011, DST starts on March 13 at 2:00 am, and will fall back on November 6 at 2:00 am as well. DST always occurs on a Sunday and happens about a week before the spring equinox (March 22), and about a week after the vernal equinox (September 22).
