When it is used in areas in which the light will be ON for less than 15 minutes; a CFLs use-life is maximized when it is ON for 15 minutes or longer (try placing CFLs on a motion sensor (one that automatically turns off if there has been no activity in the area for a certain period of time and remains off whenever ambient light is sufficient).
