Anytime response activities require storage or use of demolition explosives on site; intentional physical contact with Munitions and Explosives of Concern (MEC) or chemical agent (CA), regardless of configuration; or the conduct of ground-disturbing or other intrusive activities in areas known or suspected to contain MEC, or CA, regardless of configuration. Once the proposed Chapter 12 of DOD 6055.9-STD is approved and authorized for use, this approval must come from the Department of Defense Explosives Safety Board (DDESB). At present, the approval comes from the major command (MACOM) Headquarters U.S. Army Corps of Engineers (HQUSACE) via the Military Munitions Center of Expertise (MM-CX) in Huntsville, AL.
