When there is no substrate; no base. When it’s loose and rocky don’t apply Fast-Krete II. A solid concrete surface is needed. Also, do not apply to oily surfaces. What preparation is needed before using Fast-Krete II You need a clean surface. Free of oil, dirt and grease. If it’s oily and the oil doesn’t clean up using Fast-Krete II is not recommended.
