Currently state statutes and regulations allow the sale of novelty items such as caps, snaps, sparklers and party poppers without permit or firework license if the pyrotechnic composition is less than .25g. Any CPSC approved 1.4g fireworks require a fireworks license. The current standard for the inspection and approval of retail stores and consumer firework retail facilities (CFRS) shall meet the requirements of the 2006 Edition of NFPA 1124.
