A. Manifests are needed for shipments of RCRA and state wastes. A Bill-of-Lading is used for shipments of hazardous materials ( not wastes) and non-hazardous wastes only. Please keep in mind that an approved TEMARRY profile is always required whether you use a manifest or a Bill-of-Lading.
