When I use lastique, and select a preset that speeds up the audio, I notice the audio speeds up for a few seconds (10 – 20), and then returns to normal speed. Is this the expected behavior?

No, that’s not expected. Remember that the effect will be applied only to the selected area of the data window. It could be that you’ve selected only a portion of the audio in your data window. Either selected the entire file, or don’t select any of it. Both of these will result in the effect being applied to the entire file. Well look into what youre seeing and address any issues in a future update.
