A1: If you want to play with random civs (regardless of what mods you’re (not) using), there are two things to keep in mind: 1. You have to play on one of the higher difficulty levels, Prince/Medium or higher. 2. You have to make sure NonRandomCivs in ctp2_program\userprofile.txt is set to No. If both these conditions are met you’ll play against different opponents every time you start a new game.
