When I set selectable layers, ArcMap doesn always use my settings, why?
The selectable layers feature only affects selections that are made using interactive selection and select by graphics. With selection by location and selection by attribute, it is easy to explicitly affect a particular layer or layers whereas interactive selection needs a way to specify just the relevant layers.
