If Cruise Control consistently times-out or fails to send to every recipient when using the Internal Server then most likely something on your network is blocking Cruise Control from accessing the Internet. The most likely culprit is your firewall or router (which often have a built-in firewall). In your firewall configuration you need to enable ports 25 (SMTP) and 53 (DNS).
