When I open an exiting document in Pocket Word, Pocket Excel or other application CalliGrapher SIP is not automatically activated. Why is that?

The foreground application controls SIP activation and deactivation. As with any other SIP, CalliGrapher cannot activate or deactivate itself. For example, when you open a Word document, Pocket Word application controls the appearance and disappearance of the active SIP.
