When I book an appointment for an end user, will it always be an Openreach engineer that attends?

If the appointment is for a product or service that is provided by Openreach an Openreach engineer will attend. For some products our Communications Providers have their own engineers (e.g. some TV services). In these cases it will not be an Openreach engineer that visits.
