If there is IFR traffic, ATC must pass this if able. However, (as is always the case) in the very unlikely event that an emergency that takes priority occurs mid-procedure, ATC may not be able to pass traffic to other aircraft. In any case, the pilot requesting the procedure knows he/she has particular responsibility for avoiding other aircraft.
