When I add file VIDEO_TSVTS_01_0.VOB in my DVD disc, X2CD tell me “Can not play back the audio stream: the audio format is not supported.”, why?

Because this .vob file is a DVD video menu without audio stream, X2CD can not find any recognized audio stream.
