When (hours worked) should part time employees be considered full time employees and offered full time benefits?

I am looking for information on when a Pennsylvania part time employee should be considered a full time employee and offered full time benefits. Normally our part time employees work less than 20 hours a week. However a number are willing to work considerably more hours and I am trying to find some guidance on when they should be changed to full time employees for benefits. For example, base on a 40 hour full time work week, should part time employees be considered full time when they work 40 hours or more for x weeks?
