It’s spoken in the past tense, as if he no longer has the nightmares, but he clearly is still scared of fire, so it’s possible to read it as him being defensive, not wanting to tell Scully he still has such nightmares. In “Aubrey” he tells Scully how he used to have nightmares and wake up in the middle of the night convinced he was the only person left alive in the world.
