When does the United States of America start cutting off foreign aid?

The best analogy is the tale of Uncle Harry the self-made man, who after years of hard work makes it big and wants to share his good fortune with his family. He pays for each one of his nephews and nieces to attend college and pursue their dreams. As a young man, he was unable to further his schooling and always had regrets about that fact. Thanksgiving arrives. The entire family is assembled for the holiday festivities. Uncle Harry is thrilled to see all of the younger generation who he gave a leg up by funding their schooling. After dinner, he wanders onto the porch to catch up with the kids. As he approaches, he hears them calling him a cheap SOB for not buying them each a new car as a graduation gift. That’s foreign aid.
