The first day of the new month is determined by the first sighting of the new moon, exactly as in Judaism. However, unlike the Jews, the Muslims do not have a global agreement on when the new moon theoretically becomes visible, and so Ramadan may end on different days, on either 1st or 2nd Cheshvan. So, to be on the safe side, fill up your car on 1st Cheshvan (Monday 23rd October 2006), and fill a jerrycan as well.
