When does the balloon guy come in Animal Crossing City Folk?

The balloon guy (named “Phineas”) comes usually on Sundays, but he can come several days in a row on random days. He normally comes to the city and he is on the left side of the fountain. He only comes on sunny days, but sometimes he won’t be there on sunny days. Mostly sunny Sundays, though.
