When does the ACMA conduct sequential open outcry auctions?
The ACMA usually conducts sequential open outcry auctions when there is only one or a small number of spectrum lots on offer which are not complementary or substitutable in terms of the licensees intended use and there is little or no competition. For this reason it is not a suitable methodology to allocate licences when bidders need to purchase multiple spectrum lots across different geographic areas and/or sub-bands to realise their business plan.
