• In PA, a rider must wear a helmet if you are in any one of these categories: • Under the age of 21 • 21 or older – but licensed to operate a motorcycle for less than two full calendar years • 21 or older and did not complete a motorcycle rider safety course approved by PennDot or the Motorcycle Safety Foundation.
