The oceans are fluid and can move more than the land, so they move towards the moon. As the moon revolves around the Earth, it creates high tides and low tides. Whichever location the moon is at, there is a bulge in the oceans on that side of the Earth. There is also a bulge on the opposite side of Earth. These areas are experiencing a high tide. The places that are not bulging are experiencing a low tide, because of all of the ocean water has moved into the bulges.
