This final rule revises the transportation conformity rule to include criteria and procedures for the 8-hour ozone and fine particulate matter (PM2.5) national ambient air quality standards, to address a March 2, 1999 court decision, and to provide some streamlining provisions. This final rule is based on two proposals.
