This could only happen when Roman economy went through economical collapse and deep depression through the Crisis of the 3rd century and its ancient economy ruined. In that time, the quality of life within the cities declined, its middle class became decimated by inflation, and security was nonexistent. Many people left in search of food and protection their cities for the countryside and seek a protection from landowners in exchange of little food, and work.
