However, in 1990 the Council decided to use city funds to pay for the repairs adjacent to single family residences. Unfortunately, as a result of continued budget shortfalls, the City in 2004 was compelled to return to the former policy of requiring adjoining property owners to pay for this work. The Council held public meetings to obtain community input before adopting this policy.
