When did scrambled eggs visors become standard for officers caps in the post-war period?

He was promoted in the mid-50’s, but did not get a ‘scrambled egg’ hat until the early 60’s when his CO made him. I know in those days the USAF mandated the hats for LTC and above, while the Army used them for Major and above. Not sure about the Navy.
