There are several main considerations and assuming concrete foundations Does the concrete need to reach a particular strength to withstand the water pressure (in the case of say a basement with external pressure) or do horizontal beams (in compression) need to be complete? The second consideration is uplift. If the water level rises then the foundations will get uplift. Is the weight of the structure enough (with a factor of safety) not to float in the rising water? Thirdly do you need access at the base level to remove formwork, backfill around bases or basements to prevent uplift. Are there any temporay works that will be affected by the water? Cofferdam walls, earth slopes etc.
