when cutting 40mm mild steel with oxy/propane is it recommended to heat the plate before hand, and would a 1/16 nozzle be sufficient?
No heating the plate before cutting is never recommended and a 1/16 nozzle is small for cutting thicker steel, My recomendation is to get the next to largest tip for your torch and use that for most of your cutting needs as for thinner material you just keep the settings turned down and for thicker you have the capabilities to increase you gasses to addiquitly cut the thicker material.
