The charitable organisation is the food business responsible for ensuring safe & suitable food and therefore is required to ensure that any premises they use to handle food is suitable and clean enough to handle that food safely. If the premises they are using belongs to another food business, it would be inspected as part of that business and should therefore be suitable for food preparation/handling. If the premises does not belong to another food business then the charitable organisation should ensure the premises can meet the requirements of the Food Safety Standards. The charitable organisation would be responsible for its hygiene practices but not the structure of the premises itself. If there are some construction requirements that aren’t met, the charitable organisation may need to negotiate with the owner of the premises to make the necessary improvements or achieve the requirements via some other method – e.g. supply their own warm running water as for a temporary premises.
