You can normally withdraw all or a portion of your cd at any time. However if it is not at the time it matures (its birthday) then you will normally lose the interest for 3 months on the portion you withdraw. The penalty in your case would be the interest that the portion you are withdrawing earned from Sept until now (since Sept is 3 months ago). Each bank is a little different but in your case if you withdrew $1000 – you would forfeit about $10 in interest. Just go and ask at the bank – the teller should be able to handle this for you.
