Doc/I holders who have resided in Hong Kong for seven years and have obtained a Hong Kong Permanent Identity Card are eligible to apply for the HKSAR Passport. However, a stateless person must first apply for naturalisation as a Chinese national in order to obtain the HKSAR Passport. (The above information is for reference only.
