When are portfolios given back to the new teacher? Is the portfolio sent in with the assessment documents?

The portfolio is given back to the new teacher once a certification recommendation is made, ie.. The teacher has passed state assessment. If the new teacher does not pass assessment, the team leader holds the portfolio. Do not send the portfolio in with assessement documents.
