Such external reviewers could include directors of government programs or agencies with whom the candidate has interacted, faculty at other research institutions or other experts in the field, etc. The candidate provides the chair with a list of extramural reviewers and their qualifications to serve as reviewers. The chair, sometimes after consultation with senior members of the department, generates another list that is not revealed to the candidate. The chair then selects names from each list and solicits the letters.
