When are costs relating to a pending oil sands project application reported, i.e. PNCB cost?

Capital costs relating to a pending project application are not recorded on the Capital Cost Detail form until the project application has been approved by the department. Example:OSR 999 has a pending application for expansion OSR 999A submitted toAlberta Energyon November 15, 2009. The project application is approved August 15, 2010. The approval results in an amendment to the CARE Capital Cost form, Quarter 4, submitted on April 30, 2010. In addition, cost relating to this expansion not reported in the 2010 CARE Capital Cost form, Quarter 3, would require amendment to include the capital cost approved for the new expansion.
