• The Minister accepts that the current statutory requirements for KS4 leave little scope for flexibility and have an insufficient focus on skills (see Minister’s letter on this website). • CCEA has been asked to provide further advice by 31st December this year so that legislation can be put in place to allow the proposed start changes to Key Stage 4 (and also Key Stage 3) to begin September 2005. • The current “Flexibility at KS4 Initiative” operated by the Dept. of Education will continue to be available until that date.
