In order for the annotation to be placed correctly, you need to make sure that, 1. If you create the annotation feature class in ArcCatalog, the annotation feature class and the feature class it is linking to are in the same feature dataset. 2. You specify an appropriate reference scale and mapunits when creating the target annotation feature class (using ArcCatalog). 3. When adding lines, if the line is shorter than the text string it may not appear. To allow this, create your annotation feature class with the Place overlapping labels option set. This option can be found on the Conflict Detection Rules dialog.
