When a student goes from class IX to X from one region to another region,which regional officer/principal will sign the cards?

Obviously class IX report card will be signed by the first school Principal. Class IXreport card is not to be signed by the regional officer. However, class X CCE cardwill be signed by the regional officer of the region in which the second school islocated.
