When a reconnect happens, does the AnyConnect Virtual Adapter (VA) flap or does the routing table change at all?

A. A low level reconnect will not do either. This is a reconnect on just SSL or DTLS. These go about 30 seconds before giving up. If DTLS fails it is just dropped. If SSL fails it causes a high level reconnect. A high level reconnect will completely redo the routing.
