What type of puffer do you have? If it’s a dwarf, it is a freshwater puffer, but figure eights and green spotteds are sold as freshwater, but actually need to have salt in their water. Also, puffers are agressive and shouldn’t be mixed with other fish – at least not of you don’t want their fins to be eaten. Puffers are also slower swimmers, so other fish will always get to food faster. They should also have a regular supply of snails, since they need to keep their beaks trimmed – if these grow to long, the fish won’t be able to eat at all. Puffers are also sensitive to ammonia and nitrite in their tanks – they should only be put in a tank that’s been running (with other fish that will be removed) for 6 months or so. All in all, it’s probably under the filter since it’s new to the tank, unless you already have high ammonia or nitrite in the water – these interfere with the ability of your fish to use oxygen, and that’s where the oxygen content is the highest.
