Whats with this $5 Citizens One Day License thing?

Previously everyone had to purchase a $5 One Day License. But for the last couple of years the OCA has generously waived the fee for fund raisers. If you are not a member of the OCA you will be required to fill out a waiver, but that will be all, see above.
