Whats to stop a reviewer sitting clicking all day just to make money?
First they need to listen to a decent portion of each track before they can rate it, so they might as well score it properly. If they do not Scout properly they will never earn more than a basic one star Scout (i.e. not a lot). In addition we use Forensic Linguistic software (which is pretty clever) and identifies Scouts who are abusing the system and which rejects these on a real time basis.
