During the regular season you can substitute a goalie who is eligable to play in your division. So a C2 could get a C5, C4, C3, C2 or C1 goalie. You should try to get a goalie close to your goalies rating. During the playoffs you can only substitute a goalie of the same level or lower. So a C2 could be substituted by a C2 or a C1.
