If you define rude as without manners or ettiquette, and ignorant as small-minded and unaware of world events, then I would sadly concede that us here in the UK are strong contenders.

I don’t think it’s fair to judge a whole group of people on whether they’re rude or ignorant. You find rude people in all countries but then you find polite ones too so you can’t judge. Personally, I think it’s the people who look down their noses at other people because of their nationality who are the rudest and most ignorant.
