You ABSOLUTELY must clear it with a mod first. The only exception to this rule are player controlled or one shot NPCs. You don’t have to ask permission to create a friend/family of your character who lives outside the mansion nor do you have to ask permission to create someone like a store clerk who happens to hate mutants.
